In fact it's more than that...
The GEIPAN (the french official ufo organisation) claims that they have 28% of "PAN-D" in their files. "PAN-D" stand in french for UFO cases wich have not be explained by the GEIPAN (a branch of the very serious CNES, aka "National Center for Space Studies").
Jean-Jacque Velasco, who was the former employe of the GEIPAN (know at that time as the SEPRA), published two books claiming that this 28% of PAN-D are good proof than the UFO phenomena is indeed from extraterrestrial origin (and also that they fly especially above military and nuclear installations). Keep in mind that Velasco was the official employe of the official french laboratory studying "PAN" aka UFO...
After several declarations on TV of that type, his superior moved him in another section of the CNES (National Center for Space Studies).
Now there is a new guy at the head of the new GEIPAN (the SEPRA is dead, long live the GEIPAN).
He still stick with the 28% figures, but is more politically correct of course: he says that: "the GEIPAN has no proof for the extraterrestrial hypothesis, but no proof against it either".
So be happy, there is a progress, but well it's not a very big progress... LoL
French skeptics last year asked Velasco wich case he puted in the 28% figures, but he never replies. So maybe he put cases like Trans-en-Provance, which are not explained for him, but who are explained for the skeptics...
Well, pfuuuut, it's really a mess in France right now... With the 28% in all the newspapers yesterday, I'm sure than we'll have a increase in ufo-belief now... Can do anything about that...
