Feng Shui in building standards?

This guy wants the principles of Feng Shui adopted into our building codes.
The resolution, which has yet to pass a committee vote before going to the full Assembly, is meant to encourage planning agencies, building departments and design review boards to provide for the use of feng shui principles, which often touch on the placement of doors and staircases, the position of buildings and the alignment of objects in rooms. It aims to help people live in harmony with nature by promoting the flow of chi, or positive energy, and neutralizing or avoiding negative energy.
emphasis mine...to me, "provide" means $$$.

"The structure of a building can affect a person's mood," the measure says, "which can influence a person's behavior, which, in turn, can determine the success of a person's personal and professional relationships."
I'm sure there's some truth to that, which is why I don't quite consider this woowoo-ism (almost though). However, I've seen some places that were supposedly "feng shui" that were not at all appealing to me. Who's to say who's Feng Shui is the correct Feng Shui?

...by forcing your culture on the rest of us? This makes no sense Mr. Yee. Allowing it and mandating it are two different things.

The standards commission typically deals with more mundane concerns, like plumbing pipes.... <snip>...In communities like Fremont and Cupertino, south of San Francisco, feng shui experts often consult with developers on the layout of subdivisions, avoiding placing a house at a T-shaped intersection, which would invite negative energy, or sha, the mouth of the dragon .
...or a car going through one's living room. Now, I'm not sure what is meant by "adopting these principles". Does this mean builders would be required to consider Feng Shui when they build? The article is not clear on this, or I just don't understand how this stuff works. Why can't people be happy enjoying their own culture, religion etc, without trying to force it on the rest of us?
