The lobbying efforts of the Libertarian Party of North Carolina resulted in H867, the Electoral Fairness Act, being adopted, delivered to the NC House with a favorable recommendation from the Election Law and Campaign Finance Reform Committee, and indications from the floor that it would be passed by a very comfortable majority.
But, the House's two speakers (which is a blatant violation of the NC Constitution), Richard Morgan and Jim Black (a Democrat and a Republican, dividing up the House between them) used delay tactics to prevent the bill from being considered by the House before the crossover deadline. When it was placed on the calendar for April 28, Speaker Morgan didn't bring it up. It was placed on the calendar for the 19th, and Black didn't bring it up. And it was placed on the calendar for the 30th, and Morgan didn't bring it up. It was brought up again today (the 1st), the last day before the crossover deadline, and again it was never brought before the House.
Why not? Well, in the EXACT WORDS of Morgan, the Republican, whose party platform emphasizes equal ballot access, in an EMail to the LPNC's Ballot Access Director:
