Civil action - overstepping the mark

I'm all for civil action, even if that means civil disobedience however this type of action I believe oversteps the mark of what any rational member of society would believe to be appropriate or justifiable.

I understand people taking action aimed at the civil authorities but I don’t agree that action (not passive protests) aimed directly at people who are not breaking any law is acceptable, that to me becomes vigilantism.
