It’s the kind of slogan that helps "off radar" or "dog whistle" tactic to be used.
You can make a perfectly factual statement, and then with the nod and wink of "are you thinking what we're thinking?" imply that the Tory party is in tune with all of the prejudices of the reader, even if they are not overtly stated.
A particular example is the "it’s not racist to impose limits on immigration" poster. A statement which is true as far as it goes, however it is possible to impose limits on immigration in a racist way, or to talk about immigration in a way which inflames racist tensions.
in this case the "are you thinking what we're thinking" slogan just seems like non-too-subtly coded support for those people with start sentences with "I'm not a racialist but..."

Actually it was Clinton. We had already crossed that bridge by the time Bush got here. Duh.
