I saw a little bit about this on PBS news last night, but didn't see enough to get a sense of the magnitude.
Is it as widespread and covered up as long as oil-for-food, and Annan is just now pronouncing himself to be 'Shocked, simply shocked' ?
"The UN secretary-general, buffeted by the oil-for-food scandal, has endorsed tough measures to halt sex abuse at the UN mission in Democratic Republic of Congo, which has banned peacekeepers from having sex with locals.
Kofi Annan told the Independent Foreign Service that he was "deeply shocked and outraged" by the DRC scandal, which has led to the investigation of 150 allegations against about 50 soldiers of sexual exploitation of minors, including gang rapes.
At least seven cases of sexual exploitation and abuse have been substantiated so far against peacekeepers serving in Bunia, in north-eastern DRC, where the UN is helping the country to recover from years of conflict. Children as young as 12 have been bribed with eggs, milk or a few dollars in exchange for sex, according to UN reports."
