FYI, I think he was trying to say that he can control a rat in a maze (i.e., teach it what direction to go by mental control alone) using psychic powers. The idea that such powers can be obtained from near-death experiences (particularly drowning; must come from living on an island with many free-flowing rivers) is common in Japan.
