2nd term cabinet changes...why?

Clinton and GWB, 2nd term, both overhaul cabinets...

what are the spin-free reasons? conflicts with the prez? more profitable to be in the private sector?

just seems odd when someone is running for a second term they say how great they did the first time around then they change everthing when they are re-elected.
 
High burnout factor. Cabinet jobs can be difficult and living in the spotlight, under constant scrutiny, when you're not even the final decision-maker is rough. Cabinets change because the people burn out.
 
Well, it can't be a very fun job. Endless hassles of paperwork, desperately trying to get things done, every word scrutinized in the glare of the media, the president of the world's only superpower as your supervisor with every mistake you make reflecting on him....

Yeah, sounds like a real dream job. Unless one of you gets elected and establishes a Department of Monkeys, I wouldn't do it for all the popular beverages made of stewed leaves in a large Asian country.
 
Mrs. BPSCG works with a guy who's spotted Condoleeza Rice a couple of times in the back seat of her SUV on the way to work (heavily escorted, never fear). Reading or on the phone. This is at 6:00 in the morning.

Have you ever heard even a rumor of her being involved with someone? Even a date? When she goes on vacation, it's with the boss and the rest of the cabinet, to Crawford, Texas. I have no doubt that being a cabinet officer is a 24 x 7 x 365 job, where every decision you make has national or even international implications. It has to be man (or woman)-killing work. I'm amazed people don't burn out after three months.

Here in U.S. government land, twentysomethings come to DC with the newly-elected representative from their district for the job of congressional aide. Then they get here and find out the work is nonstop and not remotely as glamorous as they'd thought it would be and "I'm an aide to Congressman Boondoggle" is not a particularly alluring pickup line. They burn out after a year or so and go to law school or med school or enlist in the United States Marines so they can do something less exhausting, but the district back home keeps sending new ones to be fed into the congressional maw.
