Why is it when people talk about the breakdown of the american family they only ever talk about the nuclear family, a largely artificial construct of the nuclear age, and not the much more traditional extended family?

Can anybody help me find a breakdown of which UK taxes are used to pay what? It seems to me that the council tax pays for just about everything I thought income and National Insurance paid for. Which kind of raises the question- wtf is all the non-council-tax tax for? Thank you, zikomo, muchos...
